For the purposes of this question, I believe Action Phase is composed of multiple action rounds, with each round generally containing a single action by each a player.
1) Can a movement move twice in an action phase? i.e., can it move in action round 1, and then again in action round 2? I believe it says that in the original rules but I’m missing that line in the Omega Rules.
2) Can Screaming Dead be used multiple times in an action phase? I.e., Can the King use screaming dead on phase 1, then again on phase 3?

Not only can you do it, but it’s an important thing to consider. Power conservation in Cthulhu Wars is its own little game within the game. Running out of power means anyone can do anything they want to your hard earned Gates and Cultists and you can’t stop them. Stretching a singular goal like ‘move three units in South Africa to North America’ might take two turns and 6 power, but getting them there over the course of 6 turns for 1 power a piece if possible is a safer option to do.
As for Screaming Dead, this is not only viable, but necessary. The King doesn’t walk like a common peasant. He only travels in style in his Undead mounted palanquin.

Followup, since we’ve apparently been playing the game wrong since the beginning.
In the rules, it says ” Though you can move multiple units in an Action Phase, any given Unit can only move ONCE per phase.” We had believed that the Action Phase consisted of rounds, so when it said that a unit can only move once per phase. Checking, that line doesn’t appear in the Omega rules, and getting rid of it fixes some problems we’ve had with the game.
So just to be clear, a cultist who moves in action round one can move again in action round two as long as you have the power?
Yes, every action (Move included) can be taken any round, as long as you pay the required power cost. There is no “memory” required in Cthulhu Wars: every time it’s your turn you can play without any previous knowledge of what has happened in the game previously – all the information you need is there on the table. You don’t need to remember whether you moved a unit on your last round or not.
