Can someone please explain investigator movement? I see it is ongoing and any player may do it.

 

Does it cost a power to move?

Like ongoing is ability for all to do it. But not free? Rules imply ongoing is free of power cost. But is Traitor free and the enabled Move still cost?

 

It also seems any player may move investigator during others turn. Tie break implies person who’s action it is decides order. So they have the last say? Can two different players move the same investigator (i.e., it moves multiple spaces) during one players action? P1 turn; triggers battle. P2 moves P1’s investigator one closer to a battle. P3 move’s P1 investigator another time to get into battle. P1 then moves investigator again out of their battle?
