I was reading the Final Onslaught Omega Rulebook, thinking about some Homebrew, when I stumbled across an interesting Q&A. The question was “Can Elder Gods declare Battle since they have no Combat dice?”, and the answer simply was “No.”

Is that ruling exclusive the Elder Gods, or all units which would inflict results instead of rolling dice? If one were to, hypothetically, create multiple factions where all the units do not roll dice for combat, would those homebrew factions be severely crippled as they would not be able to declare Battle?
